Service Boundaries

What ORVIA does, does not do and will not claim.

The core boundary

ORVIA will not manufacture evidence, fill gaps with speculation, present opinion as fact or strengthen a case by saying more than the record can support. Where the evidence does not support a proposed conclusion, we will say so.

What ORVIA does

  • Organises the record and builds a controlled document register and evidence map.
  • Builds a chronology of relevant events and decisions.
  • Distinguishes fact from report, opinion and inference.
  • Identifies gaps, contradictions and unanswered questions.
  • Reviews the evidence relied upon in a significant decision, the route by which it was reached, the accountability record and the likely human consequences.
  • Issues written findings, limitations and proportionate recommendations, accountable to a named human reviewer.

What ORVIA does not do

  • ORVIA is not a regulator, inspectorate or statutory safeguarding authority.
  • ORVIA is not a legal representative, clinical service or emergency service.
  • ORVIA is not a substitute for legally required professional or statutory decisions.
  • ORVIA does not invent missing evidence or provide legal representation.
  • ORVIA does not tell a client that the record supports something it does not.
  • ORVIA does not guarantee a legal, regulatory or safeguarding outcome.
  • ORVIA does not operate an out-of-hours safeguarding line.
  • ORVIA does not hold, delay or filter a statutory referral.

What ORVIA will not claim

  • No investigation authority, unless an investigation has genuinely been commissioned and defined in writing.
  • No truth-finding guarantee and no guaranteed outcome.
  • No powers resembling those of the police, a regulator or an inspectorate.
  • No accreditation, regulated qualification or CPD approval unless formally awarded.
  • No legal, clinical or emergency advice.
  • No system capability that has not been built and verified.

Technology and human accountability

Technology may help ORVIA organise, search and test information. It does not replace professional judgement, safeguarding escalation or legally required decision-making. Significant decisions remain traceable to an identified accountable human.

Scope before work

Every engagement follows the ORVIA Threshold onboarding method. No substantive work begins without a written scope, an agreed fee and an expected timescale, and any material scope change is explained and agreed first.

ORVIA is the trading and master brand of ORVIA Oversight Ltd, registered in England and Wales, company number 16123685, with ICO registration ZC152311. ORVIA holds no statutory authority.

Launch gate. Insurance cover and any other organisational status ORVIA wishes to state publicly must be verified against current certificates before it is published on this website.
