HOW THE RESTRICTED LAYER WORKS

Seniority does not create access.

Scrutiny Agent

Receives, classifies and preserves the submission. It does not make findings.

Scrutiny Team

Supports evidence gathering, chronology, correspondence and case administration under restricted permissions.

Commissioning Manager

Acts as human case controller for restricted investigations and determines proportionate next steps.

Conflict override

If the Commissioning Manager is the subject, control transfers to a pre-designated independent alternate or external reviewer.

CEO / founder access is not automatic.If a case concerns the CEO, founder, a director or another senior person, that person is excluded from the case. They receive only the information lawfully required once the case controller determines it is appropriate.

You can submit in your own words. You do not need to quote policy or decide whether something is formally a complaint before telling us.

  • Compliments can be shared with the relevant team after review.
  • Complaints and concerns enter restricted scrutiny.
  • The subject of the complaint is conflict-blocked from case access.
  • Every investigation keeps an audit trail of access and decisions.

Complaints, concerns and speak-up reports are not routed through the normal sales workflow.

Accountability has to work in both directions.

ORVIA cannot credibly ask customers, managers or providers to evidence their decisions while shielding our own decisions from challenge.
